Problem Note 53156: Analysis tasks fail in non-English locales with the error "All positional parameters must precede keyword parameters"

In locales that use a comma (,) rather than a period (.) as a decimal delimiter, the Liquidity Management Analysis task and Risk Measure Backtesting stored process fail with the following error:
ERROR: All positional parameters must precede keyword parameters.
